The pair diagnosed five ways in which banks capitalised on the implicit state guarantee for the financial system, saying they were "the latest incarnation of efforts by the banking system to boost shareholder returns and, whether by accident or design, game the state."

Yes, they jolly well have got it. 

Good op-ed piece in NYT today by Frank Rich pointing out that the Obama regime doesn't seem to get it:

 the president and his party will have to confront their real problem: their identification with the titans who greased the skids for the economic meltdown from which Wall Street has recovered and the country has not. If there’s one general lesson to be gleaned from Christie’s victory over Jon Corzine in New Jersey, it’s surely that in today’s zeitgeist it’s less of a stigma to be fat than a former Goldman Sachs fat cat, even in a blue state.

In other words, the sheeple aren't *totally* stupid, they see whats going on, despite the best efforts of TPTB, they just feel powerless.  And God help the politicians and Wall Street if they actually decide to stop feeling powerless and take action.
