It's a MEGA ambulance, our county has one too. I think they use them to move people from hospitals en masse.

It's for Major Incidents  - all hospitals and EMT services have Major Incident contingency plans e.g. air crashes, terrorist attacks, major fires. Wouldn't be surprised if there was an Operating Theatre in there too.

I  would hope that thing has a really powerful HVAC system.  Imagine it being packed to the gills with people and not having a window to open!  I'm getting claustraphobic just thinking about being inside one of these things!

I remember a thread on this a while back. FEMA utilizes them for mass disaster preparations.
