My interpretation is that they are trying to figure out how to manage, better integrate and grow the global market place. Their intuition is to allways go bigger. Banking system failed? Let's make it bigger!  Calls for a Global Government are more like after thoughts than real proposals at this point. It's just a desperate effort to keep globalisation going while the resources run out. It will be impossible.

They should have had a global government 30 years a go. Before peak oil was a problem.
