I've been spending a lot of time there myself and less on the forum, though I'm often on both simultaneously.

Peak time seems to be in the evening, EST (that's GMT-5), into the night.  We've had 6 people all actively chatting at 2 in the morning and later.

I was on about 0400 this morning, with a couple of people. Works fine, but I'm still going to be posting on the forum plenty. The chat is disabled where I work so no fun n games there.

You certainly don't need to look at all the new posts, at least as far as modding is concerned. Just browse as you would normally.

While this may be the case for you personally, the two are completely different methods of communication, you can chat away about any bullshit you want in IRC as and when you are thinking it, that's something you don't do on a forum. Likewise, if you want to construct and present an opinion or idea to people, the forum is preferable to IRC.

There will be people who chat more in IRC than they do on the forum and a lot of people who will never visit IRC at all.

They're entirely different in nature and you get different types of communication - I think it's a great thing, helps people get to know each other in real time beyond snippety forum posts.

Given that - the two should strengthen each other if anything It'll grow too.

Or if it is one, you can get Chatzilla or Mirc or XChat or something and use irc.theoilage.com as the server.
